Section 1: Summary – Overview and Purpose of Position
Provide case management and referral services to TANF-eligible refugee families. Provide specialized employment services to eligible participants with barriers, especially those in need of transitioning into employment and self-sufficiency.
Section 2: Qualifications – Education and Experience
- Associates Degree is preferred. Experience in the field may be substituted for degree.
- Experience in providing case management services. Minimum 2-3 years working with immigrant populations and/or low-income populations required. Previous experience working with refugees strongly desired.
- Knowledge of community resources and community based organizations and TANF and eligibility requirements
- Bi-lingual and able to speak the language of the clients served preferred but not mandatory
Section 3: Responsibilities/Duties
Assess – Assess eligibility for TANF-eligible families. Contact and enroll TANF-eligible refugees into RTAC program. Orient and provide detailed assessment to determine barriers and strengths of TANF-eligible families. Provide periodic needs assessment of TANF-eligible refugees using surveys, focus groups and statistical data.
Case Management – Provide Foundational Case Management for all clients, using the Missouri Refugee Application Platform (MO-RAP) database system, detailing client barriers, goals, progress and other information. The case management function is designed as an ongoing activity that monitors progress toward short-term goals, maintains contact, supports meaningful engagement, and fosters progress toward competitive and integrated employment as a key long-term goal related to an employment plan. Resolution of underlying barriers to clients is discussed and addressed including transportation problems, lack of affordable housing, decision-making skills, and goal setting. Ongoing employment counseling during job readiness training, employment planning, and retention support up to 90 days. Provide accurate and timely data entry of all actions plans, progress notes, and other documentation in a timely manner.
Communication – Report program activities in the required formats. Communicate with referral sources regularly regarding the program of each participant. Mediate and resolve cultural, religious, and disability issues affecting employment. Communicate with JVS Employment Specialists who work with other populations to collaborate and problem solve.
Coordinate – Coordinate access for remote service provision including creation of service provider networks. Coordination with RTAC Project Manager and FSD. Develop, coordinate, and implement and/or refer to the following for clients: job readiness activities to overcome barriers, Job Search activities, English Language Learning (ELL) activities, Job Clubs or other peer support groups, training opportunities.
Training – Work with the RTAC Coordinator to plan and execute Job Club, a regular educational offering to engage clients is work activities.
Develop – May develop and/or provide additional civic engagement activities focused on community leadership skills and civic responsibility. Develop and provide supportive services such as transportation, daycare, language assistance.
Participate – Attend all trainings provided by MO-ORA regarding the RTAC program (Zoom and/or in-person). Become familiar with all resettlement agency’s programs. Participate in agency-wide projects or as a team member on various teams/task forces as needed.
Monitor and implement program compliance with CARF standards and other governing/funding sources. Participate in program reviews to meet CARF regulations. Follow agency health and safety procedures.
Outreach – Outreach activities to promote and increase client and provider/partner awareness in the program. Develop local partnerships to assist clients; provide cultural competency training to partners and national Culturally and Linguistically Appropriate Services (CLAS) Standards training to local health and mental health providers.
Referrals with a focus on employment services:
- Job Development/Employer Engagement – Become familiar with job market trends and community employment opportunities, sharing information with persons served and other staff members as needed.
- Job Placement – Interview program participants with an intake survey to develop an Individual Employment Plan. Provide participants with individualized job leads and develop job readiness skills including developing resumes, writing cover letters and establishing e-mail addresses; develop interview skills. Assist participants in filling out necessary paperwork. May attend job interviews with clients and assist in follow-up after the interview.
- Retention Services – Determine the appropriate retention services that will be used with participants to obtain a positive employment outcome and retention of employment for a minimum of 90 days. Instruct participants in job duties and expectations, demonstrating how to do the job, retraining and coaching as needed.

- Must have a valid Missouri or Kansas Driver’s License and a verified safe driving record and reliable means of transportation for local travel. Must provide a copy of license
Section 5: Relationships
The ability to develop positive working relationships with internal staff, and refugee clients is absolutely paramount.
Section 6: Working Conditions and Physical Effort
This position will primarily be a service delivery; approximately 75% of the job will be completed in office. Occasional travel to client homes, community events, public service providers, and other service locations will be necessary. Use of a personal vehicle is necessary with mileage reimbursement.
Salary range: $34,521-$41,000
